If Flare were to destroy it then if I cast a fireball into a counterspell the fireball should hit before the secret triggers, which makes no sense. This is because of the usage of "when" in the ... One of those classes doesn't play secrets at all, one of those classes only plays random secrets generated by a 2 mana minion, and the last class can counter it with one of their secrets.
